SEO Strategy in Dubai, Built Around Revenue, Not Rankings

I'm Raaquib Pathan, and I build SEO strategy in Dubai for businesses that want a plan before they spend on execution: which searches bring revenue, what to fix, what to publish, where authority must come from and how AI answers fit in. You get a 12-month roadmap with owners and dates, not a slide deck.

Quick answer

What is an SEO strategy?

An SEO strategy is a written plan that connects business goals to search: which queries and topics to win, which technical issues to fix first, what content and authority to build, how to appear in AI answers and how success will be measured. A good one sequences the work over 12 months so every quarter has one clear focus.

  • A strategy-led programme lifted a B2B SaaS company's revenue 65% in one year.
  • A UAE government university tripled conversions from commercial keywords.
  • Every strategy ends in a 12-month roadmap measured in leads and revenue.

Who this is for

Who needs an SEO strategy before execution?

An SEO strategy is worth commissioning when you are about to invest in SEO and want to know where the return will come from, or when current activity has no clear direction. It is unnecessary for a small site with a handful of pages, where a short audit and a checklist will do the job.

A good fit if

  • You're about to hire an agency, freelancer or in-house SEO and want a plan to hold them to.
  • Your team publishes regularly, but nobody can say which pages bring leads.
  • You're entering Dubai or the wider GCC and need to know which searches matter, in English and Arabic.
  • Leadership wants to know what SEO will deliver this year, backed by data.
  • Traffic has stalled and you need to know whether the cause is technical, content, authority or AI answers.

Not a fit if

  • You run a small brochure site on a tight budget. A focused audit is better value.
  • Nobody will execute the plan. Strategies without owners gather dust.
  • You expect a guaranteed ranking position by a set date.
Inside the strategy

What's inside your SEO strategy?

Your SEO strategy from me is a working document with nine sections, each answering a question your team or board will ask. Together they explain where search revenue comes from, what stands in the way and the order in which to fix it. The table shows each section and why it earns its place.

Choosing the right engagement

How is an SEO strategy different from an audit or ongoing consulting?

An SEO audit diagnoses problems, an SEO strategy decides what to do about them and in what order, and ongoing consulting makes sure the plan gets carried out. Many businesses need all three in sequence. The table compares their purpose, output, timeline and the situation each one suits best.

What does a 12-month SEO roadmap look like?

A 12-month SEO roadmap gives each quarter one main theme, so the team isn't fixing, writing and building links all at once. This sample shows a common sequence for a Dubai business starting from a reasonably healthy site. Your own roadmap reorders and reweights the quarters to match what the audit finds.

Dubai context

What makes SEO strategy in Dubai different?

SEO strategy for Dubai has to account for two search languages, several crowded sectors, WhatsApp as a common conversion channel and a calendar that shifts every year with Ramadan. A plan copied from a UK or US template misses all four, so I build them into every strategy for a Dubai business.

English and Arabic search

Some audiences search in Arabic and others in English. Search Console and keyword data show which applies to you before any Arabic pages go into the plan.

Crowded sectors

Real estate, finance and healthcare results are crowded with portals, aggregators and large brands. Strategy there means finding the queries and formats they neglect.

WhatsApp and calls count

Plenty of Dubai enquiries arrive by WhatsApp or phone. Tracking them, as I did for a Dubai jeweller whose enquiries rose fourfold, keeps SEO judged on real leads.

A calendar that moves

Ramadan arrives about 11 days earlier each year, and the Dubai Shopping Festival runs from December into January. Seasonal pages must be live weeks ahead.

How I work

How I build your SEO strategy

Building an SEO strategy with me takes three to four weeks and follows six steps, from a revenue conversation to a roadmap your team signs off. You're involved at the start and the end; in between I do the research, the audit and the modelling. Each step produces something your team keeps.

  1. Goals and revenue workshop

We agree which services, markets and customers matter most, and what a lead or sale is worth.

You get: a one-page brief linking search to revenue.

  2. Data and technical audit

I review Search Console, analytics and a full crawl to find what's holding the site back.

You get: a prioritised list of technical and content issues.

  3. Market and competitor research

I map who ranks and who AI answers name for your key searches, in English and Arabic where relevant.

You get: a competitor gap analysis.

  4. Keyword and topic map

Searches are grouped by funnel stage and matched to pages that exist, need rebuilding or need creating.

You get: a keyword and page map.

  5. Forecast and roadmap

I model a realistic range of outcomes and sequence the work into quarters with owners.

You get: a 12-month roadmap and forecast.

  6. Handover

We walk through the strategy with your team or agency and agree how progress will be reviewed.

You get: a plan your team can run from day one.

Results that started with a strategy

Every result in my case studies began with a strategy that chose where to focus before any work started. A B2B SaaS company grew revenue 65% in a year, a UAE government university tripled conversions from commercial keywords, a Dubai jeweller grew traffic 93% in six months and a global manufacturer grew ninefold.

Each case study sets out the strategy first, then the execution and the results, verified in Search Console, Looker Studio or Ahrefs.

Why work with me

Why work with me on SEO strategy

Raaquib Pathan writes strategies he has had to execute. I've planned SEO as an account manager at a Dubai agency, as an in-house lead at a SaaS company and as an independent consultant, so my plans account for budgets, release cycles and the approvals that decide what actually ships.

Plans from the executor's seat

Years of doing the work means every recommendation comes with an owner, an effort estimate and a reason. Strategies that ignore who will execute them are the ones that stall.

Dubai market experience

Three years at a Dubai agency, plus results for a UAE university and a Dubai jeweller, mean the plan reflects how UAE buyers search, including WhatsApp enquiries.

Forecasts you can hold me to

Each roadmap includes a realistic range of outcomes and the metrics that show whether it's working, so you judge the strategy in leads and revenue, not effort.

Questions

SEO strategy questions, answered

These are the questions Dubai founders and marketing managers ask most before commissioning an SEO strategy: cost, timing, who executes it, tools, reporting, AI search and Arabic. Each answer leads with the short version. For questions about hiring a consultant in general, my Dubai SEO consulting page goes further.

  • An SEO strategy costs more for a large site covering several markets and languages than for a single-market service business, because the research, audit and roadmap scale with scope. I quote after a short strategy call once I understand your goals and site. My SEO cost guide sets out typical UAE price ranges if you want a benchmark first.

  • Building an SEO strategy typically takes three to four weeks. The first week covers goals, access and data; the middle weeks cover the audit, competitor research and keyword map; the last week turns everything into a forecast and a 12-month roadmap. Larger multi-market sites can take longer, and I say so before we start.

  • Yes, and that's how most strategies are used. The roadmap is written for whoever will do the work, with owners, priorities and acceptance criteria, so an in-house team or an agency can pick it up. Many clients add monthly consulting so I can review progress, answer questions and adjust the plan as results come in.

  • I build SEO strategies with Google Search Console for your real query and page data, GA4 for conversions, Ahrefs for keyword research, competitors and backlinks, and Looker Studio for the measurement dashboard. I also check live Google results and AI answers by hand for your key searches, because tools estimate visibility while real results show it.

  • Progress is reported against the measurement framework agreed in the strategy: leads, enquiries and revenue from organic search first, then leading indicators such as rankings, clicks and AI referrals for target pages. A Looker Studio dashboard updates automatically, and consulting clients get a monthly review of what moved, what didn't and what changes next.

  • Yes. Every strategy I write includes an AI search plan: the buyer prompts worth targeting, the pages to make quotable, the third-party sources where your brand should appear and how AI visibility will be measured. Planning for AI answers and rankings together costs little extra, because well-structured, authoritative pages serve both.

  • Most businesses see early movement within three to six months of starting execution, and larger gains over a year. The strategy itself doesn't move rankings; carrying it out does. My case studies range from 93% traffic growth in six months for a Dubai retailer to ninefold growth over a longer horizon for a manufacturer.

  • Yes, wherever your audience searches in Arabic. The strategy checks Arabic demand, competitors and page opportunities alongside English, and recommends whether Arabic pages are worth building before any budget is committed. When they are, my writing team can produce the Arabic content, so the plan and the execution stay connected.
