Healthcare SEO Dubai: Rank Clinics Within DHA Rules

Raaquib Pathan, SEO and AI Search Consultant, Dubai

Last updated · 11 min read

Key takeaways

  • The Dubai Health Authority (DHA) bans expressions such as “the best”, “100%” and “has no side effects” in social media advertising. The same words appear in many clinic title tags.
  • Treat your website, your Google Business Profile and every post as a medical advertisement, and plan for medical director approval on every page.
  • You can still compete for “best dentist in Dubai” searches by answering the comparison the patient is making instead of claiming the title.
  • Google applies very high trust standards to health pages, so doctor bylines that match the DHA license help rankings and compliance at the same time.

Healthcare SEO in Dubai is the work of getting clinics, hospitals and doctors found on Google, Google Maps and AI assistants while every page stays inside the emirate's medical advertising rules. The second half is where most plans break. Most guides ranking for healthcare SEO Dubai skip it entirely.

The phrases that sell a treatment in other markets are often the phrases the DHA tells licensed facilities not to use. This guide covers what the rules say, which SEO habits they collide with, and how I structure clinic work so rankings and compliance pull in the same direction. It is SEO guidance, not legal advice.

What do the DHA advertising guidelines actually cover?

The DHA sets content rules in its Standards for Medical Advertisement Content on Social Media, which apply to every DHA-licensed health facility and healthcare professional. The Ministry of Health and Prevention (MOHAP) licenses health advertisements at federal level. Dubai Healthcare City has its own regulator with a separate review process.

Version 1.1 of the DHA standard took effect on 3 October 2022 (PDF), after an issue date of 3 August 2022. On 17 August 2026, the DHA Health Regulation Sector announced the standard to all private facilities in circular CIR-2026-00000144. The circular warns that non-compliance leads to disciplinary action.

MOHAP says its health advertisement license takes 1 to 3 working days, with the license number shown on the approved material. The DHA standard adds that a facility's official social media account must state its MOHAP medical advertisement license number (section 5.2). MOHAP charges AED 1,000 for a healthcare advertisement license in a medical or commercial directory, plus an AED 100 application fee.

Dubai Healthcare City operators follow a separate route. The Dubai Healthcare City Regulatory (DHCR) policy asks for review requests at least 14 working days before the advertising date (PDF). An approval stays valid for six months if the content does not change.

The DHCR policy lists a review date of 26 October 2022, which has passed. Confirm the current version with DHCR before you plan around it.

Does a clinic website count as a medical advertisement?

In practice, yes. The DHA standard defines a social media advertisement as any information about a health product, service, facility, professional, treatment or therapy shared through social media. Its definition of social media names websites and apps used to share information, images and video. DHCR lists the business website as an advertising channel by name.

The DHA text does not say in plain words that a clinic's own website is covered. I don't argue that point with clients. I treat the website, every Google Business Profile post, every WhatsApp broadcast and every blog post as advertising, because patients read them the same way.

Which words does the DHA ban, and where do they hide in SEO copy?

Section 6.11 of the DHA standard lists absolute statements and exaggerated claims that must not be used. The list includes “unique”, “the best”, “safest”, “the only”, “miraculous”, “has no side effects”, “100%”, “pioneer” and “immediate results”. Many are common search modifiers, which is why keyword-led copy so often fails medical review.

Here is where those expressions usually sit in SEO work:

Banned expressionWhere SEO copy uses itCompliant rewrite
“the best”Title tags for “best dentist Dubai”“How to choose a dentist in Dubai Marina”
“100%”, “assured success”Hero banners and ad copyDescribe the process and the realistic outcome range
“has no side effects”Aesthetic treatment FAQsList the known risks, as the standard requires
“immediate results”Laser and filler pagesExplain what happens at each session
“pioneer”, “famous”About pages and doctor biosLicensed title, qualifications and training
“unique”, “exclusive”Technique and device pagesName the technique and who is licensed to perform it

The standard also rules out copy that induces fear about a patient's health to increase demand (section 8.1.14). It rules out claims that your services are superior to another doctor's (section 8.1.9). Appendix 1 gives “don't delay” and “achieve the look you want” as examples of unacceptable phrasing, so check your buttons and banners for both.

How do you rank for “best clinic” searches without saying you are the best?

Answer the comparison the patient is running instead of claiming the result. A page titled “How to choose a dermatologist in Dubai: licenses, insurers and costs” matches the intent behind “best dermatologist Dubai”. It gives Google a useful page and never claims superiority. Google matches meaning, not only exact words.

Google's own guidance says its systems understand the relevance of pages even when there is no exact match with the query. You don't need the banned word on the page to compete for the search. My guide to UAE search behavior covers how people in the UAE use Google, Arabic search and AI chatbots.

Illustrative example: a dermatology clinic in JLT rewrites four elements before medical review.

ElementBefore (fails DHA review)After (compliant)

The Business Profile row fails twice. Google's Business Profile guidelines prohibit marketing taglines and service details in business names. A keyword-stuffed name breaks Google's rules before the DHA ever sees it.

Why do doctor pages decide both compliance and rankings?

Doctor pages carry the license details the DHA requires and the expertise signals Google looks for on health topics. Section 8.1.3 of the DHA standard says professionals must state their name, title, qualification and specialty as per their DHA license. Google gives extra weight to trustworthy content on health topics.

E-E-A-T stands for experience, expertise, authoritativeness and trust. Google says its systems give even more weight to strong E-E-A-T for “Your Money or Your Life” (YMYL) topics such as health, and that trust matters most. Google's Search Quality Rater Guidelines, a PDF dated 11 September 2025, set very high Page Quality rating standards for clear YMYL pages.

The DHA rules out titles that differ from the license, such as “Aesthetic Consultant” or “Anti-Aging Specialist” (section 6.1). Section 6.2 limits “Dr.” to physicians, dentists and healthcare professionals with a recognized PhD. Your byline, your author markup and your doctor bio should match the license word for word. If the bio says “cosmetic expert” and the license says something else, fix the bio before you build links to it.

A doctor page that passes both tests includes:

  • Name and title exactly as on the DHA license
  • Qualifications and the institutions that awarded them
  • Languages spoken, which Appendix 1 lists as acceptable content
  • The branches and hours where the doctor practices
  • A “reviewed by” line on each treatment page the doctor checks

If you want doctor and treatment pages built to this standard, that is the core of my work as a clinic SEO consultant in Dubai.

Before-and-after images, testimonials and reviews: what is allowed?

Before-and-after images are allowed when they show the same person, taken with the same lens and without editing. They must carry the DHA statement that results vary between individuals, plus the risks. Every patient photo, video or statement needs documented written consent, limited to the agreed subject and period.

Section 9.6 of the DHA standard sets the wording: “there is no guarantee that the result will be the same, as it might vary from one individual to another”. The statement must appear in the same font size as the rest of the content. Put it in the visible caption, and write alt text that names the treatment and the time between the two photos.

Section 9.7 bans filming or live streaming for advertising while a patient is in surgery under general anesthesia.

Reviews carry risk from the other direction. Google says that offering free or discounted services in exchange for reviews is fake engagement and strictly prohibited. The Google Maps policy also bans selectively asking only happy customers for reviews. Ask every patient the same way, through one link or QR code.

I treat any review quoted on a clinic's own site as patient content that needs written consent under section 6.10. Federal Law No. 2 of 2019 requires health providers to keep health data confidential and not share it without authorization. A review reply that mentions the patient's treatment shares health information, so keep replies general.

How does clinic SEO in the UAE work on Google Maps?

Clinic SEO in the UAE starts with Google Business Profile, because Google bases local results mainly on relevance, distance and popularity. Each branch needs its own verified profile. Doctors who see patients directly can have their own practitioner profiles, as long as clinic and doctor profiles stay separate.

Google's Business Profile Help says local results are mainly based on relevance, distance and popularity, and that more reviews and positive ratings can help local ranking. My guide to local SEO in Dubai explains how the map pack ranks.

My guide to Google Business Profile in Dubai covers which addresses qualify and how verification works. Google's guidelines allow one profile per location, and they let public-facing practitioners, such as doctors and dentists, have their own profile. When several doctors practice at one location, the clinic keeps a separate profile, and each doctor's profile title uses only the doctor's name.

Hospital departments that operate as distinct entities can have their own profiles too. For groups with several branches, my guide to multi-location SEO in the UAE walks through the branch-by-branch setup.

Profile posts, photos and answers are public content about the facility. Under section 5.3 of the DHA standard, content that names the facility needs medical director approval, so route profile posts through the same approval as Instagram. If you serve Arabic-speaking patients, build Arabic treatment pages rather than translating only the homepage. My guide to bilingual SEO in the UAE covers hreflang and URL structure.

Very little changes at the foundation. Google says its AI features, such as Google AI Overviews and AI Mode, are rooted in its core search ranking systems. From Google's perspective, Answer Engine Optimization (AEO) and Generative Engine Optimization (GEO) are still SEO. Accurate, crawlable, well-sourced pages are what get retrieved.

I compare the two disciplines in SEO vs GEO. Google's AI optimization guide, last updated on 10 July 2026, says you don't need llms.txt files, special markup or “chunked” content for its AI features. The same guide says structured data isn't required.

Structured data is still worth adding for rich results. Schema.org's MedicalClinic type includes properties for medical specialty, health plan network and whether a clinic accepts new patients. Google recommends using the most specific LocalBusiness subtype for each location.

AI answers repeat what is published. An assistant can only lift a claim that exists somewhere, so a banned superlative on your treatment page can travel into an answer about your clinic. Compliant pages give AI systems compliant facts to repeat: license titles, insurers per branch, treatment steps and stated risks. I explain the wider discipline in what Generative Engine Optimization is.

Since 31 August 2026, the Search Console Generative AI performance report has been available to all websites for measuring this traffic. I record changes to Google's AI features on my SEO updates tracker, which logs Google and Bing algorithm changes.

A compliance-first SEO workflow for Dubai clinics

Run every patient-facing page through the same seven steps. The order matters, because approval time decides when a page can start ranking.

  • Map each page and branch to its licensing authority: DHA or DHCR, plus MOHAP.
  • Draft from real patient questions, then remove every expression on the section 6.11 list.
  • Add the associated risks for every invasive or non-invasive procedure, as Appendix 1 requires.
  • Send the draft to the medical director and record who approved it and when.
  • Obtain the MOHAP license where the content is advertising, and show the license number on the approved material.
  • Archive each published version with its edits, as section 7.1.13 requires for audits.
  • Recheck the page when a doctor leaves, an insurer changes or the standard is revised.

The seven steps every patient-facing clinic page should go through before and after it is published.

Build review time into the content calendar. For a DHCR-licensed clinic, 14 working days of review means nearly three calendar weeks before a page can go live.

My healthcare SEO work in Dubai follows this order: patient-question research, branch-level local SEO, and pages that reach your medical director with banned claims already removed. If you want that process applied to your treatment pages and Business Profiles, see how I work as a healthcare SEO consultant in Dubai.

Frequently asked questions

Frequently asked questions
Do DHA advertising guidelines apply to SEO pages and ads?

The DHA standard is written for social media advertising, but DHCR names business websites as an advertising channel. MOHAP licenses advertisements across electronic platforms, so apply the same rules to ads, landing pages and organic pages, and confirm your obligations with your licensing authority.

Can a clinic in Dubai use the word "best" in a title tag?

The DHA standard lists "the best" among the expressions that must not be used in medical advertising. Treat title tags, headings and Business Profile names as advertising, and compete for "best" searches with comparison pages that help patients choose.

How long does MOHAP approval for a health advertisement take?

MOHAP lists 1 to 3 working days to issue or renew a health advertisement license, and the license number must appear on the approved material. Clinics licensed in Dubai Healthcare City also need DHCR review, requested at least 14 working days before the advertising date.

Is clinic SEO different from medical SEO for hospitals?

The advertising rules are the same, but the structure differs: clinics compete branch by branch in Google Maps, while hospitals need separate department pages and profiles. Both need doctor pages whose titles match the DHA license exactly.
